I'm sorry that I don't consider bottom shelf liquor dirt cheap. I wouldn't buy bottom shelf liquor. $30 for good liquor is solid.

I've never paid for "sipping" rum, so I honestly have no idea.

ETA: Local place that has the best prices is 50% more than I paid, so I guess $30 was a very good deal.

Yeah it's $48 for the 3 star in Texas IF you can find it.
